If it were just a matter of giving things away, then yeah, people wouldn't really look at it with any value.
Like, if you're at a con and giving away mini-comic prints as some unknown indie comic, then nobody is really going to give a shit. They'll toss it in the swag bag and be on their way, and forget about it down the line.
But if you charge them, like, a nickel, you're making them make a decision as to whether to part with something of theirs in trade, and since it is so cheap, they'll not only value it, they'll look at it as a bargain.

making FREE the biggest word in the ad and having the clause ("...with initial purchase of equal or greater value!") in smaller print always puts a bad taste in my mouth
"Spend X and get a comic print for $1. Spend Y and get a comic print for free!"
People who might have only been interested in spending X might suddenly decide to go for Y just to get the free thing. I've done that at Comic-Con.
This isn't a bad way to go, too.

Context also matters, if it's with the online store "Free Y with $X purchase!" would be a better plan, but at a convention i would probably suggest the dollar option.
With the online store it seems like customer appreciation where at the con it seems like you're just trying to clear your crap out on anyone willing to take it.

I would have thought people would be conditioned to be wary of the word free. While it obviously has fiscal benefits to the consumer (being exactly 1 dollar cheaper than the 1 dollar option), with PA being on the internet, saying 'do this and get this free' would be advertising to an audience lambasted by 'do this and get this free' ads on every site they visit across the entire web.
Heck, someone even suggested make free big and in red and that's the worst possible idea. I don't even see those things anymore. Any that aren't adblocked I don't even give a second glance.

How many 1$ shirts have to be sold to make up for each extra shirt pack sold in the free package?

At first I thought free was the best choice because well its free
But then, I thought if people value it as free, they'll treat it as free, and as such may not be inclined to get it, because it is free. It will have no intrinsic value to it.
But if you pay a dollar, people will have to part with money to get get it, and people will value it more than free, it will have an intrinsic value in it.
And i tend to value things more if they have a price to it
Hmm, well actually our goal with this is to gain awareness for the comic prints... because i'm not sure if people quite understand how high of quality they are.

So you phrase it like, "Get X free with Y purchase" because they'll think "Hey, I was gunna spend that anyway, sweet, free stuff".
Instead of "Spend X, get Y free", to which they react with "But I don't wanna spend X!".
