One of my favorite villians is Zarak from the MediEvil series. If for no other reason that when you beat him, he does the obligatory "Destroy my lair with the hero still inside" move...
Only to be crushed with one of the first pieces of debris to fall from the ceiling. The timing was hilariously perfect.
(I played uninvited when I was like 5 years old... or tried, anyways. I always ended up getting killed by her really quickly, and then got to the horrifying game over screen.)
I always liked Bowser, even though he hasn't been the main villian in the recent games. His lines gave a good chuckle out of me, and the way he always thinks he is the best villian even when he is out done by others is funy.
Kefka will always be in my top ten video game villians, mainly because he succeeded in obtaining ultimate power and ruled the world for a time. Luca Blight from Sukioden II was almost at the Kefka level of crazy and his stubborness to just die astounds me to this day. The "bosses" of Psychonauts were all fun to fight. Solving people's mental problems by beating the tar out of some manifestation of what's wrong with them is alright by me.

A woman appears.
But yeah, second the vote on Liquid Snake. It's like not being able to die is part of his genetics.

The answer is obvious.
There's no other villian in any game that I always dread fighting more than Ridley.
Alma from Nina Gaiden made me want to die. Somehow I had to try, I don't know, maybe 20 times to finally kill her. I can't think of another boss fight off the top of my head that was so difficult, but memorable.

Lucas's Franklin Badge reflected the lightning back!
Fuck yes. Soulblighter. Everything about him was badass. The little intro story in the manual was him, in the form of hundreds of crows, killing and then picking apart a little boy.
Plus, he was a number 2 who made that rare ascent to primary villiany.

And I am the best villian.

Their poses are strangely similar. Funny about that...
I don't even have to say anything about him.
BACOOOOOOOOOOOOONNNNNNNNNNNNNNNN!
Roger Bacon from Shadow Hearts. The perfect british gentleman.
I hate her, I hate her, I hate her.

Yeah. The bastard.
It makes me regret stopping the game a few levels after that.
Pigsy.
Just a man filled with pure hate for everything and everyone. Destroy it all.
My kind of villain.
CAN YOU STOP ME, DINGO?!
One-of-a-kind.

Blackjack wins.
He becomes a boss? I really need to go back and play it again! But that pyramid kept destroying me.
The next door bully is a demon? It's nice that you get to kill him, but what kind of message is that to children about dealing with peers?
Beat the shit out of them before they have a chance to get strong and even more annoying?

It's not over yet, Snake!
Fucker just doesn't know how to die.
Also their worst enemies include hedge mazes.
