I dunno it just felt like he was listing off a dozen of them, didn't feel all that ironic to me
there wasn't a line about how he's sick of hearing about Charles Nelson Riley or anything.
I think the fact that it was about Reilly, a not "super manly" guy like how the original Vin Diesel or Chuck Norris facts were, was an attempt to make it satirical and point out how silly it was.
I used to find Skipper Dan incredibly depressing, until I went to Disney World and met the Skippers that worked there
they're mostly retired people who've dreamed of working at Disney their entire life, or who moved to florida after retirement and got a job working at Disney because why not
and now I can laugh at that song because I see it as ridiculous
and also I have my retirement plan in place, which is "move to florida, dispense puns to strangers whilst wearing a skipper hat"

one of the other neat things about that interview is Weird Al mentions that each of his albums has been more popular in terms of sales and downloads than the last, so instead of his career petering out as he passes middle age, he's at the height of his career.

This is his last album under his current contract and he's mentioned that he is considering the possibility of going to a strictly digital distribution model, which would allow him to release parodies individually in a much more timely matter. When he started, hit songs stayed on the charts longer and it was easier to put out an album full of songs that were still relevant.
