I think passing the tome is a good idea.
(Though these elected positions, hardly ever are actually passed around.)
Phalla communities normally vote in favor of consistency and concentrated power, as compared to revolution and inexperience.
But I do believe that, in this specific instance, the choice is between electing a one-shot good, as compared to someone who has an increasing chance of being evil.
The Tome: This tome grants the possesor extra powers at the cost of their sanity, however the tome doesn't make them go insane until it's taken away from them. Insane people have no power, and their votes don't count (who's going to listen to an insane person?) The next time the tome is voted to someone it's power is increased and the user gets to vote manipulation = # of people who previously held the tome.
I would advocate playing hot potato with the tome, but that may just lead to an impotent villager. We should be careful with it later on in the game.

I used to have blonde hair. Then I started to lose it, then I had to undergo about 9 months of chemo, then it just never came back. I guess male pattern baldness took it's toll. So I shave whatever else comes up... off.
The reason why you'd regret it is because I actually keep these threads alive later into the game. Seriously, look at Death Note phalla. It was intensely boring right after I died IMO. (Nothing bad against you Infidel)
