who gets the pillowcase full of feathers, and why
First and formost, check your IV's for Nowi and Nino.
If either have -ATK or -SPD, then that is enough to disqualify them from getting upgraded.
As for Nowi, Nino or Sharena, well, that depends on your team.
As other's have said, Nino's a monster, but she shines in Buff Emblem. Basically, a team devoted to handing different per turn buffs to Nino and Tharja, and then they melt faces. The ideal team for them is Eirika/Sharena, Nino, Tharja, and a dancer.
Both Sharena and Eirika hand out buffs and debuffs like candy, and either of them can easily form the core of the team, but if you don't have a 5* of either I would hold off. Same if you don't have Tharja to go with Nino, as both of them together with Sharena/Eirika end WORLDS.
As a stand alone unit devoid of builds or what characters ypu have, your best bet is probably Nowi, as long as she isn't something dumb like -ATK or -SPD.
She's a terrifying destroyer of Reds, both Swords and Mages, and if ypu give her Swordbreaker, it gets WORSE. She has Distant counter built in, as well, and is a raw wall of stats. She's pretty great.
something worth noting maybe, for those of you having trouble with the new heroes lunatic missions:
Defense maps are pretty rough, sometimes. Even strong units placed well will get worn down, because they're gonna eat incoming damage every turn, and if they defeat their attacker, you've got fresh enemies coming forward
so, one way of mitigating this is...setting yourself up so the first enemy unit is someone you've got advantage over, and then not murdering them. The incredibly limited movement ranges in heroes means that if you can do this in a choke point, you can cause a serious traffic jam where enemy units block each other from doing anything useful. One of your kids stands there and takes five turns of attacks they've got advantage over, then the clock decides you've won. To make sure you don't kill that first enemy, you can unequip your point man's weapon, so they don't even counterattack.
Now here's where it gets dumb.
normally, you'd expect to need somebody with serious defenses to pull this off, right? Because even with a healer, five turns of continuous attacks with no weapon sounds pretty rough. well, this is where the fact that this is basically a color matching game waltzes back in, because those weapon triangle bonuses don't go away just because your character is no longer holding a sword. They're still there! For some reason!
and that's how you can just sit a defenseless, terrified olivia right in front of the whole flying column in lunatic 10-1 and win by basically pressing end turn four times

Vs. Xander will presumably have different units and then there will be two more banners for the next voting gauntlet probably. Disgustingly powerful banners everywhere.

Sharena is the best of the newcomers, but unless you are really hurting for a blue unit, I'd go Nino.
I just five Starred a Cecilia so I could feed Gronnraven+ to spring Cammy, who also has Tri Adapt.

and yeah ninian is pretty good in this game because they gave her back her dragonstone, so she's...a dancing dragon
Ninian can't kill Red's like Azura can without some work put into her, and Azura comes baseline with a Sapphire Lance and high speed.
From their base kit Azura's better, but Ninian can be built to be just as good.
Azura is still considered better because of Falchion users, I think.
They're basically even though.
