A little story: after transporting my pc in a truck (stupid me forgot to cushion the tower, and just placed in on the floor of the truck),
the pc would not turn on. I then did the most basic of basics to fix it, and ended up ordering a new PSU.
A month later, I installed the new PSU and pc started, but with a screen I never once saw before, of course I hit 'enter' and it proceeded to boot the os.
(the boot screen I can't recall the specifics of, but it is not the boot screen the mobo shows, nor any of the screens after pressing F# keys /or Del (bios setup).)
I was happy to finally get pc working, I then noticed my pc performing super super slow.
My cpu almost always jumps to 100% for ANYTHING, firefox, games, watching video in media player classic, etc.
I went into bios and selected default, still slow, I think tried selecting 'fail-safe' in bios.. still slow, then I lastly tried 'optimized' in bios, and again still slow.
Some pc specs:
CPU: Intel i7 920 @ 2.67Ghz~2.79GHZ
RAM: 6 GB (unsure on speeds)
GPU: Nvidia GTX 660 Ti
OS: WIndows Vista 64bit Premium
HD: 2TB 7200rpm (I think)
MOBO: Gibabyte EX58-UD3R
Is perhaps my cpu or gpu broke? pc still runs and does everything, just really really slow.
Is it using some incorrect bios settings? (meaning it thinks my cpu is crap so it don't run it past a certain point?)
First step would be to uninstall/reinstall RAM and possibly the CPU cooler. If your PC was standing upright during the trip, take out the vidcard and examine for any obvious signs of damage.
If you're able to, check Task Manager (CTRL + SHIFT + ESC) and sort by CPU %, then RAM % to see what processes are slowing things down. Kill any that you don't need and then go to the Startup tab and kill anything that starts on startup that you don't need.
Since my main PC is a noisy beast and not well suited to recording sessions, I've ordered a mini PC that should be well nigh noiseless. However, it's only got a 32GB SSD, which seems very little, even if it's only used for the operating system.
As the mini PC also has a card reader, I was wondering if it's feasible to use, say, a 128GB SD card as the main partition and run Windows from there. Or would a USB 3.0 drive be a better option? I will mainly need the PC to record podcasts using Audacity, so file access doesn't need to be more than reasonably fast.

It says it comes with windows preinstalled. You can probably just use an external drive as storage. If you need to you can redirect folders to the external for extra space.
I wouldn't recommend trying to boot off of an SD card or a usb 3 anything if you can avoid it.
Cheers. Just so that I get a better understanding, what's your reasoning re: not booting off the other options? Is it because of speed, stability or something else?

It flat out might not work.
If the card reader needs drivers then it's not going to be a valid boot option (no way to load drivers if there's no OS running yet). USB3 support at the BIOS level is super spotty; it will probably only boot in USB2 mode. While USB3 speeds would be sufficient to run a system drive, USB2 transfer speeds are slow. I also don't know if windows will willingly install the bootloader on a removable drive.
I'd love to be able to help you silent your other PC, as well. Have you looked into AIO water coolers? Here's some examples
My computer isn't silent, but it's certainly not loud anymore.
Similarly, you can also get PSUs with either no fan, or with large fans that run at low RPM and are fairly silent. And you can get better/quieter case fans.
If it was just for gaming, I'd probably take you up on that offer - but with respect to recording, I'm willing to pay a bit more to get a silent PC. Added to which, while I've built a PC or two, I have two left thumbs and don't particularly enjoy doing it myself.

Windows actually doesn't support booting off of an external device except for Win10 Enterprise's "windows2go" feature, which only works with certain USB devices and controllers.

Last night I went to this street performance / parade in town called Drums of Fire. It was a troupe of Catalonian drummers that incorporated fireworks and pyrotechnics into their performance, and it was dope as hell. Aside from being an awesome show, it turned out to be a really good exercise for me in low light, fast motion photography (as well as moving really fast in a crowd).
Here are a couple shots I like (spoilered for huge). As usual, I took about 250 and wound up with maybe 12 that I like. Haven't processed the RAW files in Lightroom yet, but the JPGs don't look too bad unedited I reckon.
Shot on a Nikon D5200 with a Nikkor 35mm DX 1:1.8 prime lens.

Adventure cat always meows at us when we start walking on the beach. We’re fairly certain it’s because the local raccoon pack lives down there. Or at least, you can see their tracks everywhere. Curly is warning us of the cats with thumbs.

According to the English docs, this PC has a 2.5" bay capable of taking a SATA SSD. It also comes with an M2.
Here's what I'd do:
When I get it, open it up. See if the M2 is upgradeable. I'd bet money that you could replace the 32GB M2 with an off-the-shelf M2 of your choice.
If the M2 is soldered in or some silly shit like that, then buy a 2.5" SSD and put that in.
