I suspect it's Data's daughter reactivated via 20 years of further development of cybernetics and possibly some borg tech.
Yeah, my knee jerk reaction was Picard’s daughter somehow but once I pondered a bit, I started thinking it’s Lal
I will brook no insult against the man responsible for the single greatest sequence of events in the history of film, and possibly the history of fiction itself.
as for why picard didn't just ask the computer to materialize a machine gun, there is a perfectly logical explanation, and that is that if he did that there wouldn't be a scene with the Borg showing up in the middle of a gangster movie
also it's been confirmed that Troi and Riker are in the series too

Data downloaded all of her memories and other such things into his own positronic brain, so that she would always live on in him
so it's entirely possible that whatever was done to bring Data back allowed her to be created anew as well

Well, there's also that big Borg cube at the end of the trailer and Data was once part of the collective so Lal could have gotten in there through various shenanigans. Also, I think I saw somewhere that the actor who played Hugh is going to be a part of this show, so....that's...something? Lost where I was going with this, I guess.
