Yeah, there's some sort of arbitrary requirement of "are you well-known enough?" for a Star, but you also have to pay like, $30,000 or something to get it too. Makes sense to me that if you get well-known enough you're like "fuck you, why should I pay for that?"

My guess is that he knows enough about dough to know that yeast is pretty important to it, but not enough to know that crushing already cooked crackers won't make a bread dough.
