Oh wow, that's interesting. I was a fucking tall kid, so all of my personal experience tells me these limits should probably be tied to height and not age, but when dealing with kids I think an overabundance of caution is totally fine.

When I was 8, we saved that shit for inner tubes being dragged by speed boats. It's significantly safer to land on water at 20mph than concrete.
If you use a mattress it is plenty safe on concrete as well. Well, it never ended in anything we considered a serious injury at least.

We had a Subaru Brat. Hated being in that rear facing backseat in the rain with maybe a garbage bag "raincoat", people in the cars behind us making way too much eye contact.

My son will be 10 in less than 2 weeks. You'd be surprised by how many kids that age are still using booster seats.
I remember there was a time period before I was tall enough for seat belts that I stopped using booster seats. Instead we had these sleeve like things that would sit around my stomach and the seatbelt would go into it. It would angle the top part of the seatbelt to be lower so that it wouldn't be near my neck and try to choke me out.
