I'm confused, all of Irys's original song MVs after Diorama (the first one released) have English CC, I don't get where the "they listened to people" thing comes from.

People have complained about other MVs from Cover Vtubers not having such setups and I do believe in a few cases, this involved some MVs from the EN branch.
That only really applies to JP Original Song MVs. I'm sure that all EN and ID Original Songs for at least the last 6 months (if not longer) have had English CCs either at release or shortly after (like within a day). Maybe folks also expect cover songs to have CC as well, but I have a hunch that there's additional red tape around localizing a song you don't own, which is why I don't expect it.
