Not sure if Cover is just getting the ball rolling faster on getting the 3D rigs going by either starting on them sooner, having more resources, advances in rigging software (aka proper use of generative AI as a tool to supplement human effort for a better product, rather than outright replace it with a cheap ass product) or some combination. I'm going to put money on advances in AI being at least part of it because there has been some crazy shit done there lately. I remember popping into the PirateSoftware stream over a week ago, where someone had mentioned that stuff to Thor and he started looking over some video of AI software that could create vtuber rigs from a still image. Sure it didn't look completely right, it was a bit of weird uncanny valley, where you knew something was off, but could put you finger on it. Though with shit like that, it's not hard to see how that could be utilized by a skilled human rigger to speed up their ability to complete projects. AI does the initial pass and then an actually person goes in to clean things because the AI does mess up. I wouldn't be surprised if whoever Cover has doing 3D models, already has generative AI software that could take 2D models and start rendering them to be 3D, along with software that might then be able to take those 3D images, once they've been cleaned up, and do an initial pass on the rigging before having a human actually go in and clean things up.
Cover's fully capable of churning out 3D around 6 months after debut, as evidenced by 5th gen (Aug 2020 -> Jan 2021), HoloX (Nov 2021 -> Jun 2022), and Uproar (Mar 2022 -> Nov 2022). It just feels shorter to you because this is the first HoloEN gen debuted after Japan opened its borders, so they're getting theirs in 12 months instead of 3 years. Regloss is actually getting the short end of the stick all things considered due to Cover wanting to be fair and debut everyone in order now that the borders are open, which is why they did the whole "let's make a game out of our 3D debuts" thing a while back to basically tell the JP audience "we know you'd expect them to have 3D around now, but it's gonna happen around their anniversary instead."

I rig stuff all the time, you dont need AI to help you, you just copy the weights from an existing model and then manually do the touchup. The base work is already done, and AI cant help you with the very deliberate manual touchups.
Id say that it would be extremely weird for someone to just start a rig from zero weights, even free software like Blender lets you get a basic rig automatically, and if you have already done one rig, you just use it as a template. (unless you are going from humanoid to something that uses a completely different skeleton, but still there, basic rigging tools still have you covered)
As an aside. Maybe we are confusing some of the terms, the 3D/2D object is usually referd to as a model, and when people talk about "rigging", its usually refered to linking that model to a skeleton that you can animate, weight is how much a part of the model reacts to the skeleton bone that is attached to. Not sure if people in the Vtuber circles refer to a rig as the weighted model as a fully completed package.
