Recommendations and Guidance from the Japan Fair Trade Commission
Based on the Subcontract Act
Today, COVER Corporation has received recommendations and guidance (“the Recommendations”) from the
Japan Fair Trade Commission (JFTC) based on the Act against the Delay in Payment of Subcontract Proceeds,
etc. to Subcontractors (the “Subcontract Act”). These Recommendations have been issued as COVER was found
to be in violation of the provisions of Article 4, Paragraph 1, Item 2 (Delay in Payment of Subcontract Proceeds),
and Article 4, Paragraph 2, Item 4 (Prohibition of Improper Changes to Work or Rework).
We would like to offer our sincerest and deepest apologies to our contractors and all related parties for any
inconvenience or concern we have caused.
The transactions subject to these Recommendations are orders made between April 2022 and February 2024 of
information deliverables, primarily the creation of Live2D and 3D models, that considerably inconvenienced
contractors by requesting of them an excessive number of revisions, or prolonging the conclusion of projects as
a result of incorrect wording in written order specifications and instructions. We also sincerely apologize for
any inconvenience caused by any payments that were not processed in due course.
To provide background of the situation at the time, the number of transactions we were managing increased
significantly during the above period due to the rapid expansion of our business, resulting in oversights and
latenesses when dealing with contractors and deficiencies in our internal structures and employee training.
Accordingly, we are currently making improvements in all areas, such as the hiring of new staff and revising
the workflow of transactions, as well as the reformation of internal structures, including improving internal
announcements during staff training.
We have already settled all late payments (late payment interest) for those transactions subject to the
Recommendations: however, we will continue to provide updates on any matters that arise in the future as soon
as possible.
Here at COVER, we are taking these recommendations very seriously, and take full responsibility for our actions.
We recognize that, with the new Act on the Improvement of Transactions between Freelancers and Undertakings
(commonly referred to as the Freelance Act) scheduled to take effect from November 2024, we are required to
have structures in place to ensure that transactions with all of our creators and contractors can be conducted
smoothly and carefree. Therefore, we will continue to make improvements to strengthen our compliance and
prevent any recurrence of the aforementioned violations. In addition to complying with all laws and regulations,
we intend to strengthen our internal structures and introduce preventive measures for monitoring, as well as
continue to have directors and employees undergo further training.

There's a number of vtubers who are just Known, but most will at least talk around things. Maybe Matara comes next closest off the top of my head, with the way she talks about herself vs her flesh self, and she's relatively known with real name if you care at all to look.

If it's the guy I'm thinking of, he's actually a stalker-type person who hates her for some reason and has made it his mission to do that in any clip involving her. While he's banned from a bunch of clippers' channels for that reason, so far Youtube still hasn't banned his account outright despite him making thinly veiled threats towards her in half of his posts.
