It means that he thinks government is the solution to some of our problems, and it should be the right size to do what it needs to do. He's said it over and over and over again. I guess I'm glad that line stimulated your childlike sense of wonder, but really, you'd be getting just as much out of this if you were reading tea leaves and chicken entrails off in the corner.
