Dread has much "out of game" player skill as Dungeons & Dragons
except the difference is that out-of-game skill comes up in Dread during conflict resolution only
whereas for D&D it occurs in character creation/leveling up and then has an impact on all other conflict resolution
if you don't think that "player skill" is a significant difference maker in D&D i don't know who you are playing D&D with
Jenga is also not a "arbitrary" system of conflict resolution in a RPG. Coin flips are arbitrary. An un-modified dice roll is arbitrary.
each success has a direct impact on future success possibility (which has a huge impact on game pacing) and there's both skill and the emotional state of the player involved (Choco, at one point, had to take a deep breath before making a pull because he was so nervous his hands were a little shakey)

Well that was an entire fucking waste of my fucking time. Provincial graduate funding application only considers an undergraduate's marks in 2nd & 3rd year, with the cutoff completely before 4th year. Because apparently 4th year is completely irrelevant or some bullshit.
