@Lykouragh let me ask you how the next Strategy Phase is going to go just so we are on the same page - I choose first as Speaker and take Leadership. Then you choose and you are going to take Bureaucracy? This will give you the opportunity to qualify for 3 or 4 VP next turn, bring you up to 6 ish and in the mix with the other leaders (by then Winnu and Mentak will be at 6, I will be at 5). Following this, either Saar or Winnu will take Assembly in order to become speaker and grab the Bureaucracy Card...of course a lot can happen between now and then but this is just my bit of prognosticating. And I guess what I am saying is that we have to trust each other now - I promise not to take SC8 but you have to be sure to take it.

Each player may now select a strategy card in order of play. The (5) Trade II and (6) Warfare II Strategy Cards each have one bonus counter; a player who selects a card with a bonus counter shall immediately gain a Trade Good or allocate a Command Counter. During the Strategy Phase, Mentak and Yssaril may also invoke their racial special abilities.
Flank Speed
Choose a system you have just activated with a Command Counter. Increase the movement of all ships moving to that system by 1.
Play: Immediately after activating a system with a Command Counter.
In addition, each player should declare whether or not they plan on playing any Action Cards during the Strategy Phase before Yssaril makes their choice on their racial ability (since Yssaril comes last in the order of play). After Yssaril makes or declines their racial special, there will be one more round of Action Card declarations before the end of the Strategy Phase.
Strategic Planning
You do not have to pay Command Counters from your Strategy Allocation area in order to execute the secondary ability of Strategy Cards for the remainder of the game round.
