Given what I know about scalping, you typically don't see the online stuff turn up until just a bit before the actual event takes place. It's a price control strategy.
I'm sure some scalpers hold onto some of their inventory, but time value of money and all that jazz.
You assume many scalpers wish to attend the events they sell tickets to. As someone who's done some scalping (and knows more than a few scalpers), such is often not the case.

Open up your favorites menu in game, highlight spell and press the number you want to assign the spell.
I think you open the favourites menu with Q or something and then assign a highlighted item to a number
It's been a long time and I didn't play much but I do distinctly remember it feeling clumsier to use than Fallout's shortcut system
