Have they fixed this? I remember when GalCiv3 first came out there was an uproar of... something?
Not really sure what specifically you are thinking of, but GalCiv III has been regularly updated since it's release, and will be for quite a while. Lots of the updates includes fixes, tweaks, improvements, etc. that's based on player feedback.
Asteroid Mining
Looking for a get rich quick scheme? Well, this may not quite fit the bill, but it will fill your pockets! Choose an asteroid in your zone of control and build an Asteroid Mining Base. When completed, it will send raw production to a planet of your choice. make sure to keep an eye out for your enemies, though -- these bases are fragile and easily destroyed.
New Planet List
There are a lot of planets out there just waiting to be discovered! This new planet list allows you to keep track of the planets you've already found so that when you go back to colonize them later, they're much easier to find.
Ship Leveling
Win battles and survey anomalies to level up your vessels! Most ships will gain additional hit points as they gain experience and Mercenary Ships will improve based on their existing abilities, which makes them a lot more relevant in the late game.
Star Information Window
Click on a star to see all colonizable worlds within that system. Organize your empire by renaming stars with your own name scheme - or, draw inspiration from your favorite Sci-Fi series!
Multiplayer Improvements
Enjoy new stability in your games online with friends! The game has been updated to allow for increased ship movement during multiplayer matches and a host of fixes for issues that could cause desyncs.
Oh yeah I figured out all the problems I was having last page. I had never even noticed that you could increase logistics and didn't know about shipyard sponsors either.
Ship leveling is a cool idea but doesn't sound significant enough to me. However it still gives some actual incentive to seek out opportunities for space combat.
New Prequel Story Campaign
Learn how the Terran Alliance was founded and what challenges humanity faced as they fought to form it.
Face Down New Threats
Encounter the Stellar Guild and the deadly Xendar Menace
Play as a New Faction
Enjoy the benefits of a new trait that boosts experience gained from ship battles with the United Earth faction, led by new leader Secretary Mathews
They charge a bit too much for the amount of content you get in their DLC, but I'm discovering that they are pretty active in adding more content/patches to the game in general.
It's a shame there isn't more activity and hype surrounding the game, looks to have been largely forgotten in many gaming circles. I guess Stellaris is eating their lunch? But then the games aren't really the same from what I hear? I wonder if it's due to their development model being a slow burn through Early Access, deflating any hype, making a lot of people want to wait.
Increased AI Aggression
Ai is more likely to engage you multiple times in a single turn.
New notification UI
We've updated notification system to make it more useful and informative. Notifications messages now appear as scrolling list on the left-hand side of the screen. Notifications can be filtered based on priority or disabled off in the game options menu.
Better load times
Starting a new game is significantly faster.

I think Gal Civ III's problems highlight why Paradox is taking forever to move on from Crusader Kings 2 and EU IV. You reach a point where the DLC has made the game seem so full that any sequel will appear half-assed for literally years until it builds up enough DLC.
New Campaign
Discover the story of the alliance between mankind and the Altarians! Spanning 3 missions, you must do whatever it takes to overcome the Dominion of the Korx and their mysterious masters, the Drath.
New Ship Styles
Customize your ships with classic ship styles! This DLC includes the Drath and Korx styles.
New Ship Parts
Explore dozens of classic ship parts and build some of your favorite Galactic Civilizations II ships.

Honestly they just released the game too early. Like, I don't even play Stellaris, I haven't played a 4X game in months, and the next 4X game on my radar is Civ 6. This has much less to do with the DLC and much more to do with the state of the game when it was released, along with the dragging development time to get what were touted as launch features into the base game, let alone the lack of meaningful balance and documentation. You didn't even know what stuff did half the time, because the game either didn't explain it or it had changed drastically from when it was originally released.
Also, the game just isn't very fun, at least when I played it. The vast majority of your time is spent on monotonous housekeeping tasks that don't give you meaningful game play decisions. Much of Sid Meier's genius has been in enforcing a simple rule that complexity for complexity's sake is not interesting - decisions must have consequences, and there's not much to say about building your 27th orbital platform to get that 10% manufacturing bonus. The really cool parts - space fleet battles, diplomacy, etc. - are all few and far between, and largely predetermined affairs if you are playing the monotony portion of the game correctly.
It's worth a couple of playthroughs, but after that you're pretty much done with the game. And that's a really bad sign for a game in this genre, whose value is predicated (fairly or not) on being able to play it over and over again.
I might give it another chance, but at this point since they are already asking for more money via DLC, and there are a ton of great games coming out in the future, what will likely happen is that I will file away my experience with this game as a footnote for whether or not I want to buy the next one. Much like with the Total War series, the signs are not favorable.
A Gal Civ 3 "complete" edition in a year or two would be nice. I loved GC2 but have held off on 3 based on what I've been reading - hopefully they get it feature complete before too much longer.
The big v1.9 update for Galactic Civilizations III is now available!
Highlights of this update:
Capstone Techs: Research new techs in the Age of Ascension! These techs provide large (though temporary) empire-wide bonuses that stack as you get them
Performance Optimization: A newly enhanced multithreaded system dramatically improves load times and reduces memory usage.
A.I. and Balance: The AI has received a bit of a boost! You’ll notice that they are smarter about expanding, building fleets, and spreading influence, and more. Ready for the challenge?
Rich, Unique Galaxies: Performance optimizations have allowed the addition of more stars and planets, making galaxies feel even more vast than before.
The v2.0 update for GalCiv III is available! This update includes the addition of Administrators, big changes to diplomacy, UI adjustments, and other various improvements.
Starbase Administrators: This new resource is now required for building starbases and takes the pressure off the idea that you need to produce lots of them quickly. Administrators make it possible for smaller empires to focus on things like improving morale and productivity in their home systems.
Diplomacy Improvements: AI will now do more trading and less "give me stuff!" A new "redlining" system is used to evaluate proposals, which the AI now evaluates more carefully before accepting. When your trade offer is accepted or rejected, a screen will provide you with a detailed explanation of why so you can change your strategy for your next offer.
Ship Builder UI: Find your recently created ships more easily when they are automatically added to your "favorites." Folding categories for auto-generated military ships and showing currency, morale, population, and turn information in the shipyard window rounds out the UI updates.
We'll be previewing Crusade for the first time on Twitch today at 1pm ET. We'll also get the replay up on YouTube soon after in case you can't attend the stream.

So the ship designer in this thing looks insane. I'm new to 4x games, this one has my eye though.
I see there's lots of DLC. If I bought this game and had to pick 2-3 DLCs, which ones should I choose?
The new version replaces the largest sized galaxy option with a new one called "Ludicrous" which doubles the maximum size over the previous biggest map size ("insane size") and includes a host of quality of life improvements, balance updates, bug fixes and much more.

That's quite the spiral galaxy they got there. And the Little Tiny Frogs Supreme empire better have won that game.

Galactic Civilizations III v2.8 was released today which brings major AI improvements! AI feels more human-like thanks to v2.8's "supreme commander" system update.
Version 3 is in development. Big change to how tourism is handled.
So as some of you may know, your culture spreads from planets and starbases. Now, that area of influence can be converted into income. Think of each tile as having interstellar traffic going through it. You can build things on your planets that will capture a tiny percent of that which in turn generates income.
Just a small thing but I suspect I'm not the only one who likes to "paint the map" in their 4X games.
There are thousands of alien planets in Galactic Civilizations III, but not all of them are safe. Extreme worlds can be found all through the galaxy, and in v3.0 we're adding some new ones.

I love having options like this.
