    Because they wanted them to be America-loving faces to fight against Kenzo Suzuki, who was going to be a descendant of Emperor Hirohito looking for revenge for WWII. They aired one vignette for that gimmick before Kenzo's wife clued them in that it was a really, really bad idea, but they kept the American "hometowns" for Jericho and Benoit because fuck if I know.

    So! Seth Rollins thoughts. Kept behind spoilers because I read the earlier Smackdown spoilers and I don't think anything slipped in, but better safe than sorry.
    On the one hand, Seth Rollin's position within the Shield and brand of charisma make him a natural for an infiltration storyline. The question becomes, what then would he do?

    The Shield has already beaten Evolution in multiple matches, including the clean sweep at Payback. There's not much else for them to do in a ring sense. But the Shield are...let's say, thorough? So maybe he's going to try to completely isolate HHH. Drive Orton away from him again, goad him into making bad business decision after bad business decision...if they want to, they could even do something where Steph threatens to leave him. Cut him off from any help, make his position as COO precarious, ruin his personal life...that's what you get for fucking with the Shield. But in the time that will take to pull off, without Rollins there to keep the peace, Ambrose and Reigns would naturally self-destruct as a team...

    I think an infiltration storyline would be too long-term for the modern WWE, and unless the payoff came way too quick--such as Daniel Bryan joining the Wyatts; don't tell me that was meant to be over and done with in a week, just don't--it would feel like Ambrose and Reigns would be in a holding pattern rather than developing normally. If they did develop normally, the payoff for Seth's infiltration would probably come well after they'd gone their separate ways, kind of making it a waste, from their perspective.

    Best I can see for it is: Seth being who he is, he didn't think the Shield would be able to hold together that much longer. There's already been significant friction and disruption, and while they got back together, the cracks didn't heal overnight. He figured he could attend to their final vengeance by doing deep cover, not even telling Dean and Roman what he was going to do, and let them move on, as he thinks they need to. But even that's a little too omniscient-good-guy.

    This is all assuming, of course, they don't do another silly Kane "this was my plan from the first day I [joined Evolution!" angle in three years.

    tl;dr I think the heel turn is genuine, or at least it will be until they decide to turn him face in nine months or a year.

    Was Taker actually born there? I always wondered, I know he is a resident now, but I dont think he was ever in a character that allowed him to be billed from his real home town even pre-Taker.
