Apparently that's not so much them as its pressure from USA Network.
PPVs and NXT and Smackdown (unless that's also owned by the same parent company) are not governed by USA
The people who run USA run Syfy which is where Smackdown airs, and the last time a major US wrestling company decided not to listen to their network regarding man-on-woman violence, they had to settle for their programming continuing to air on Discovery's 3rd-string channel
The easiest thing they could do is create a new one hour women's show on the network that airs every week. With the amount of programming that they need to sell this thing it's a no brainer, really.
That doesn't really accomplish much of anything, though. The point is to give them time on Raw, or Smackdown at least, not segregate them or put them on a lower tier show.
It gives them a platform, at least. If it kills, like NXT does it could slowly start enacting change on the television programming.

SyFy and USA are both NBC Universal so same basic rules apply, and from there it's understandable why they would just keep it that way for PPVs and NXT.
PPVs I can somewhat agree with as it is tied to the weekly product
But NXT is WrestleEarth-2 it should be able to have mixed matches just fine
When you are having enough troubles as is getting your programs to air on any TV station, you don't try to piss off the few stations you currently are lucky enough to be on by trying to get away with stuff using your developmental program, especially when said developmental program already got booted off TV
I am fine with no intergender matches in WWE. In theory, sure, it could work out fine, but I've seen what they're capable of and honestly it's probably a good thing they don't do it anymore.

there is currently a powerful rudo (heel) faction in chikara called the Flood. Their objective is to destroy chikara and everything it stands for. Their leader last year was a giant monster of a man named Deucalion. (Basically think of Bane and you have the right idea.). Deucalion spent the year kayfabe murdering the people who rose up to oppose the Flood
one of his victims was Estonian Thunderfrog, who carried a magic hammer. After defeating Deucalion in a cage match at the last show of the year, chikara grand champion Icarus took up Thunderfrog's hammer and slew the monster once and for all
It's so stupid. Men and women fight on TV all the time.
Like Green Arrow fights China White and stuff.
And this no intergender stuff has invaded the video games, too, which is doubly stupid. Cammy can fight Ryu and no one is offended.
Speaking of comics, it's funny, because we're in an age where Captain Marvel and Wonder Woman are finally getting their own movies, not to mention all the badass women headlining Agents of SHIELD, and the just-finished Agent Carter, which was all about showing how a woman can be just as good a secret agent (or highly trained assassin) as any man.
An industry often mocked in the past for portraying their women as "tight spandex wrapped around oversized breasts" is still doing a better job for female equality than WWE.
