Harken sat at his desk on Osiris, contemplating the last week. Never before had he seen such a flurry of activity, and writing the paperwork for it had been exhausting. The Alliance officer got up, stretched, and walked to the small kitchenette at the far end of the office for a fresh cup of coffee. He took a sip, then walked back to the desk and sat down. Harken picked up his report, and read the executive briefing one last time.
Pacification of Border Space

The Informant program was largely successful at removing criminal elements from Border Space and stabilizing the region. I hesitate to call the Bounties program an outright failure, but it only yielded two captures. Granted, this was because the majority of the Bounties - ten of the fifteen targets - were killed outright. Though just three open Bounties remained open at the end of the trial period, it is difficult to call a 13% capture rate successful.
Regarding the Pax error, we believe the situation is under control. No sightings have occurred in the last two days, and the briefing documentation tells us that they would have acted if they were still active. The Informant program were the ones who caught the forerunner, which prevented the situation from growing out of control. For that reason alone, we could consider the program a success.
Overall, it has been incredibly cost-effective. The criminal element sought to pacify the traitors among with credits and platinum them instead of taking vengeance or other illegal activities. The crime rate precipitously, and it is our estimate that the new lows are stable. Furthermore, the informant’s information led to the resolution of six warrants - a record for the time period in this region of space.

Harken put the report back down, and rubbed his face. He got up, and wandered to the window overlooking Capital City. Though the program had been an unabashed success, it felt wrong to him. Half had been killed in the line of duty. True, they were criminals to begin with, and what risk was it to the Alliance if criminals would turn on each other? But the other half had done their jobs, did their time, and retired. They were sipping fine liquors on private islands, floating above Bellerophon. Was that justice? Or should they have gone to jail with their criminal associates? His report also carefully stepped around the fact that earlier in the day, one of the prisoners had escaped as part of a daring jail break. Here, on Osiris, not ten kilometers from where he now stood.
Without reading the report again, he sent it. It wasn’t up to him, anymore. His superiors would examine it and make a judgement. They would tell him if a program like this should be run again - or if the experiment was interesting, but overall not what they were looking for.
Harken wondered which it would be.

Well it would have hinged on jdark giving me two turns.
I'd use the crew to subdue Wash and then go turn you in, kicking off everyone but wash. Then I'd be able to turn wash in the next turn no matter what and then retire.
Those were actually my orders if we couldn't use the transport that Jpants left me.
