Boringly, the reporter photo might just be down to them needing both heads in one shot and the box was the only way of managing it, turning an eight inch disparity into four inches.

When I was a young punk the skinheads were at almost every show. Usually a small group. Liked to pick fights. Also not so hidden nazi undertones. Just one of the bad parts of the scene.
