Who (or What) is the Most Iconic Villain of All Time?

So. My older brother, our friend Justin and myself have been engaged in a lively debate over the past few weeks. It all stemmed from some article my older brother was reading about the history of The Joker as a character, and towards the end of the article it named the Clown Prince of Crime as the most iconic villain of all time. This got us thinking, and provoked immediate discussion on the topic, and we're fairly sure we've reached a consensus, but I'd be interested to hear other opinions.
The one basic rule of the discussion, we decided, must be that religious texts and figures must be excluded, if not simply for the fact that if they were not, one could simply say "The Devil" and the conversation would be about ten seconds long and that's no fun at all, is it? We have also limited the discussion to strictly "fictional" characters, as debating which tyrannical dictator/conqueror/historical butthole is the worst wouldn't exactly fit with the theme of the topic and would also likely be a big ol' bummer. Another thing we decided on was that it's kind of a cop-out to just go "oh the fear of death" or "man's hubris" or whatever. Villains representing these conflicts are all well and good, but the concepts themselves are a bit broad.
So, what say you, SE++? Who is the most iconic villain of all time? The characters I've included in the poll were merely those that were brought up during the course of our discussion.

Okay to be fair he's iconic of the best Trek has to offer as far as villains but that's only Trek, of All Time I'd probably go something else? I'm just not sure who.
I really ought to read Dracula and Beowulf and some Sherlock.
I was torn between Vader and the Wicked Witch, but new generations are being introduced to Vader all the time. So I think he comes to mind first when you ask people to name a villain.
Does Most Iconic here mean "the most people know who they are"

I feel like damn near everyone has seen at least one piece of batman media
I don't know why you think people need to have watched Star Wars to know who Vader is. That's one of the reasons he's such a good villain, everyone knows who he is on the most basic level--he's so iconic he transcends the media he was created for.

Nolan Joker is distinctly different from Bruce Timm Joker.

You should check out Star Wars Rebels and tell me he isn't the scariest person in the galaxy.
