The addition to magic damage on her autos & single-target spells based on bonus move speed should be interesting, although it means you probably don't want to go bootless? Plus the cooldown on W going down should help a bit. Guessing the damage reduction on W is to compensate for the new passive adding damage to it.

The W change has both benefits and negatives. The locking you out of other abilities for a second just straight sucks. But she gained a mini skillshot-dodging blink in exchange for no longer being able to use it to scout, no longer being able to use it to jump over ward-less walls by revealing jungle minions to R to, and is forced to use it defensively instead of placing it ahead of time for offense.
They also butchered Top Lane Tank Akali with the E change.
She got straight up massive nerfs in the Assassin update. She's barely seen pro or high-elo play since then and every time she's been picked in the pros since then, iric, the team that has picked her has lost.
The passive change is a massive 'heads up! shield right now!' notice for her opponents for sure.

So it's the prevalence of pro tier play on winning teams that determines whether a character is "ruined" or not? Because that seems like an awfully high metric. Most characters don't see huge pro tier or high level play.
Champion.gg has Akali top in the top 10 for winrate at 52.49%. Mid Akali is significantly lower, with a winrate of only 50.10% and in the bottom half of mid champs.
Now I don't know if these numbers are really super accurate. Mid Akali seems like it's not getting played as much anymore, though top Akali has a lot of plays (though still in the bottom half of champs played).
Now when I think ruined, or unplayable, or even bad I think old Urgot. Or hell, old Yorick. Where perhaps someone highly skilled (or where there were incredibly specific matchups) could make something happen, but their kits were fundamentally not working. Akali doesn't seem to be in that place. If she got a little numbers tweak we could go back to her being a supremely dominant force.
Hell I play mid mages almost exclusively right now and I would much rather see a Zed or Talon than Akali. Akali is still incredibly sticky and she does insane amounts of burst still.
Now, one of the other sort of implicit things in your statement that she was ruined is the notion that she has been significantly altered. I take issue with that, she seems to play almost exactly the same. We're not talking new Urgot levels of different play, or hell even new Warwick levels of different play. But I admit that "significant" there is kind of vague and I don't know right now how to render it less so. Mostly because I have to go teach right this second.

Akali wasn't picked a lot previously either and I dunno what her winrate was prior to but I would be surprised if it's vastly different in either direction. And tank Akali top being not a Thing anymore is good, assassins building straight tank is dumb.
In other news, man am I in a slump. I am not sure what to do anymore, though I think a huge part of it is just not being able to play at home where I'm more comfortable.

It's also the case that champions rotate as "strong" and "not strong" and that's a good thing. The game is designed to be unbalanced in the sense that some things are better than other things. It allows for an evolving changing meta. When a game is perfectly balanced you get something like StarCraft 2. Where it's all about hitting timings. You get timings for damage spikes in LoL too, but they are far more varied and change depending on the meta. In Starcraft there just is a best way to do things, and it's all about executing strategies, and patches don't tend to change those timings much at all.
I like the fact that some champs are good and some aren't, it means that we can have a constantly evolving meta.

Without looking at the actual numbers, winrate alone is very deceptive, especially for champions everyone considers bad. If pick rate is in the basement, it means that the only people who are left playing the champ are the veterans with 200+ games on her. That usually means a weak champion.
