I'm going to rule it as keeping within your skill set (game has instances where it specifically states you can draw outside your skill set, so the absence of that seems to indicate it must be within your skill set). Are non-pilots able to use the actions on Piloting Skill Cards? I know they can't pilot Vipers, but I don't see anything stated otherwise.
