It's a nifty idea minus the believability part for the flying.
I wasn't aware ice would propel you. It sounds like it'd be too heavy to lift you anywhere whereas with plasma (aka fire), it's light enough to propel you in flight.
Comets aren't propelled by their tail, are they? If they are, look into what propels them and then you can explain your fancy shmancy tail.
For the sake of nerdery, no, comets are not propelled by their tails. Comet tails are the result of the sun (or any star, really), melting off pieces of the comet. Comet tails always point away from the star they are orbiting for this reason: the "solar wind" blows them in that direction as they melt.

That being the case, keeping in line with the Vanguard symbol Fedora drew, you're gonna want to make your V a bit flatter.
I wasn't aware that there was a vanguard logo already drawn.
Also, I put that much space between the V and the Sword so the stencil wouldn't be as flimsy. Flattening a stencil is a luxury that someone, with a super-powered dictatorship on there back, can't afford.
I like how it's talking about how you don't need superpowers and the picture is of a dude with lightning shooting from his eyes

But it basically is.
So often, if you look at some of the things the government says, especially official Ministry of Clarity documents or Vanguard promotional material, a lot of times it's like the government is saying "Anyone can do anything... but those with power can do more"

I knew they weren't propelled by their tails but I wasn't 100% sure because it's been what oh I don't know 6 years since my last physics class and probably 8 or more since my last class about comets.
