@38thDoe, you were previously at TP/FP/SP 2/6/1 before the Leadership secondary (you used one token from Tactic Pool on your first action of the round), and 6I gives you +2 tokens. You'll need to revise your allocations after the Leadership secondary, since it appears that you've allocated three tokens instead of just two.

For reference, the text of the discarded action card is as follows:
Upgrade After you activate a system that contains 1 or more of your ships: Replace 1 of your cruisers in that system with 1 dreadnought from your reinforcements.
Additionally, Jol-Nar has elected to place both drawn Agenda cards at the bottom of the Agenda deck.
Creuss, Sol, and Winnu are each two cards above the hand limit and must choose two cards to discard.
Additionally, Winnu has drawn the last two cards of the Action Card deck; after all discards are made, the discards will be shuffled into a new Action Card deck. (Notably, this means that all four Sabotage cards are currently in players' hands, and assuming none get discarded, no further Sabotage cards will likely be drawn for the remainder of the game.)

Skilled Retreat

Emergency Repairs
At the start or end of a combat round: Repair all of your units that have Sustain Damage in the active system.
Leadership Rider
After an agenda is revealed: You cannot vote on this agenda. Predict aloud an outcome of this agenda. If your prediction is correct, gain 3 command tokens.
