The problem with this is that it leaves a hole in the drug-using population of high schools and middle schools.
I mean, right now, high schoolers and middle schoolers smoke pot because it's very easy to get ahold of, and relatively cheap. It is, in fact, easier to get ahold of than alcohol for those groups (and in Washington state, for everybody). Once we legalize pot, and bring it into the same legal space we currently use for alcohol, what does that leave kids with? Well, their options are pretty much E (which is adulterated way more often than pot, and is much harder on a developing brain) or methamphetamines.
If it were my kid, I would much, much rather he be using pot than E or meth.

Why would pot be harder to get as a legal drag rather than an illegal drug?

When you've got a bunch of legal outlets selling it to people over 18/21 who can buy it as a relatively cheap commodity, and who risk a fuckton of legal trouble if they sell it to minors, it creates a disincentive for a black market in the drug, because the vast majority of people can get it way cheaper than a dealer is going to be able to offer it for, with zero risk. It essentially creates a price ceiling for the drug among the majority of consumers, which means that you have to do selective marketing, which really limits the amount of money you can make. Not to mention that the legal distribution channels then have a near-monopoly on the supply, making it more difficult and expensive for the dealers to get ahold of in the first place.
