Yeah. I, in general, have a high opinion of high schoolers, but I am lucky enough to go to a good high school and be in classes with other fairly intelligent kids. The consensus seems to be that that is the exception, not the norm.
Anyway, the only reason I know about jus cogens is because the current high school debate topic is on the ICC and I have been researching like a busy beaver.

Also, man, there is so much stuff wrong with the high school debate community that I cannot even start. The problem, though, is that regardless of all that, debate is still far more competitive and educational an activity than most other high school extracurriculars.
