So, does this thing only happen on high-pop servers? I don't think I've seen this error at all. Only times I couldn't get into instances were "You have entered too many instances recently" with the 5-per-hour limit.

Just thought of something. With faction changes now, we are gonna start seeing BE's and Draenei with the old pvp ranks. Seeing a High Warlord BE would be interesting.
What are the difficulties in getting Kalimdor Loremaster as Alliance? I'm a little over 400/700 right now. I never did any of the Hydraxian Waterlord quests before Blizzard removed them, and I doubt I'd be able to get past the third or so quest in the Ahn'Qiraj gate chain.
I'm having a hard time figure out where I'm going to find another ~300 quests. I know I've barely touched Un'goro Crater and Desolace, and have pretty much all the Alliance quests you can get from Ratchet left, and several half-finished zones, but I don't think that's going to add up to 300. Especially when there are zones like Azshara, Thousand Needles, and Moonglade which barely have any (non-druid Alliance) quests at all.
Instance quests count too (although there aren't a lot of instances, especially ones geared for alliance in Kalimdor).
There might be some quest chains that lead into Kalimdor from EK as well.

So the faction change service is available. Cool. I was entertaining the idea of switching factions/servers to go play with some friends. Then I found out it was $30. Ugh.

if you don't want to switch faction badly enough to pay $30 you are not the target audience for this feature
Are there jousting mounts in the raid version of ToC? If so, are they still spawned by the time the floor collapses? Because a pretty simple workaround for the floor respawning inappropriately would be to just dismount through the gates, circle around, and jump down into the cavern.
