And it really shouldn't be that hard for a pirate of Shanks's caliber to rescue Luffy without putting himself in danger.

You're assuming guys like Mihawk were at their current level during that time period. I've always figured Shanks at that time was at Luffy's current level when he entered the Grandline. He could kill a Seaking but not save Luffy. So he sacrificed his arm for something he felt was more important.
