hmmm? There's nothing about Strength in Numbers or Verminmous Horde that says it only takes affect for the entire round if you have more figures the instant it's played. The FAQ just mentions what the trigger condition is, not whether it's a one time check, end all deal.
It makes a lot more sense to assume that the effect is constantly conditional: Venemous Horde increases power cost only up to the point where Horned Rat has more figures (the instant someone summons enough figures during the round to pass him, then the effect goes away until HR summons enough to have more again). Same with Strength in Numbers. If HR had more figures when Khorne plays a Rampage, then he would get +1 defense, but if that Rampage killed enough rats to drop HR below everyone else, he would immediately lose the +1 defense until he got more figures.
