I guess if you've got this and a battalion creature on the board, using 4 mana to get the battalion ability this turn is alright.
If you can pay 4 mana to put a 1/1 into play you probably can pay to put out Cathar's Crusade, have out Goldnight Commanders, etc. There's so much for White right now that benefits from a creature coming into play that I can see how/why this is a powerful ability in the right deck.

Dominiaria's not, like, completely fucked in the metaplot. Teferi sacrificed his spark to close the last sizable rift, iirc, and Krosa and Llannowar were regrowing. Plus there's a lot of talented folks trying to fix shit.
Yeah, I'd like to revisit Dominiaria at some point in the future, like after things have regrown and have been rebuilt. It could be some time in the future and things could be really different than they were the last time we saw anything from there.
I'm kind of finding it interesting how all these top tier cards are making certain commons a more valuable commodity in your deck. Autrelia and Cloudshift was the obvious first one, but Cipher is perfect for Tormented Soul and Kraken Hatchlings now mean any 3/3 creature or weaker with Evolve can get buffed for one mana.
