Well that isn't as bad as it sounds. Fallout 3 had drug related content that resulted in it getting RC'd, but a quick name-change was all that was required.

Looks to me like the boxed version gets $10 credit (and a $50 price tag) whereas the Steam code version doesn't (with the $45 tag), though preorder bonuses are the same.
It's not really that absurd. They have 2 things that are very clearly stated and easily avoidable. Sexual Violence and rewards or benefits from illicit drug use.
The drugs part can be changed easily and they can remove the rape weapon from the game and viola, an R rated game.
Setting aside the rape point (which I have no issue with for obvious reasons), I strongly object to the drug point - why drug use as a positive is considered so heinous as to be beyond R and into the X category is completely absurd.
Quite frankly it's excessive and does not comport with reality - drug use as a means to improve yourself is extraordinarily common place and even if one has reservations about that fact it STILL can not reasonably be held to exist in the same category as rape or sexual violence. It's just completely insane as a classification system and needs to be amended.
An R rating is meant to reflect dangerous ideas for children and for caution to be considered for an adult audience, NOT as a nanny state "you must avert your gaze!" style censor to adult material.

I haven't decidedly if I want to try to get another PA member to help me buy the game ASAP or during the winter sale.

Or they could not kowtow to a bunch of antiquated fundamentalists who think that adults shouldn't be allowed to make their own decisions about what sort of media they consume. And stick with their artistic vision as designed.
At least it can be imported without many extra steps, right?
Edit: I mean Steam-wise and so on. It should still work with local infrastructure once its there?

Uhhhh.... did Amazon upgrade their digital copy of SR3 to The Full Package? Because I just got an email saying "Thank you for purchasing Saints Row the Third: The Full Package from Amazon.com. Your purchase entitles you to a $5 credit towards the pre-order of Saints Row IV."
Edit: I guess it was just a catch all name. Looks like you get a free $5 towards SR4 if you bought 3 from Amazon.
I'd like to point out at this juncture that if the current Australian video game censorship system was applied to old Looney Tunes cartoons, they would in all likelihood be banned for being completely unsuitable for all of mankind on the basis that they're a pointlessly and gratuitously ultra-violent, drug-fueled, pornographic journey into the center of one rabbit's personal darkness. This doesn't in any way prove or disprove that the "Rape Gun" (yeah let's all call it that like we're the living embodiment of tabloid journalism) is or isn't completely awful, but it's entirely possible that if you're basing your definition of propriety on modern Australian censorship that you may in fact have made some kind of terrible judgement error.
