The dungeon armor is actually account bound until they're equipped on a character. So no worries there.

But in order to unlock the skin, don't you have to either equip it or do the right-click "unlock skin" method, both of which would bind it to a character? And I'm assuming my level 20 sylvari won't be able to even use the unlock skin option on level 80 equipment...

"Unlock Skin" only makes it account bound. In fact, I believe anything that is normally account bound on pickup (like dungeon armor) automatically unlocks the skin the moment it hits your inventory.
