Like a lot of British comics of the time Dredd was a thinly veiled shot at Thatchers Britain, I'd say grim dark dystopia is a pretty legitimate aspect of it to explore.
Why is Megacity 1 set in America?
Dredd took shots at authoritarianism, and satirised many contemporary world leaders and political trends.
It was set in the US because that was where the future seemed it was going to be born, from the point of view of someone living in the UK in the seventies.
