Is the produce one actually a third hex? If so, does that mean 4 with the mill?
Yes.
But |'s always mean one option or the other option, as I think you've just figured.
As far as I can tell, that mill being in the wrong spot is the only complication from that rule.
There were some resources placed in incorrect places, but they've been spent now.
Gain $1 from Brody's Deploy action.
Play Factory action.
Pay $2 to gain 1 popularity, Upgrade Trade's Popularity and Enlist's actions.
Move tiger lady NW and then jump to the NE tunnel back across the board.
Move action. Move Character to Oil Fields to the NW. Move one villager from the village to the Mountain to the NE. Then, spend 2 Oil to upgrade my Produce action and my Enlist action.
Ach, you guys, I'm way too late on this as I've just been catching up on the thread, but any gained resources/ built structures or mechs from an encounter card go on the space that triggered the encounter, instead of the player choosing an appropriate space. Not sure if you want to switch this as you're midway through the game or just keep in mind for future reference.

Pay $1, Trade for a Wood and a Food, place the Wood on the oil field.
Then spend the Food to Enlist my Enlist action, Gain $2 and grab the $2 once-off.
Remember that the max power you can spend in one battle is 7 (helpful red circle on power track 7 as reminder). This is separate from combat cards, of which you can spend 1 per combat unit (mechs & leader) you have present.
If you lose a battle, you must retreat all units to your starting home territory. If workers are forced to retreat, the victor loses 1 popularity per worker.

Then, turn over, and claim my objective star for controlling two territories around the factory with having zero factory cards.
Figured I need to get that out of the way before things get more congested in there. My other objective card looked to be near impossible to complete.
Upgrade: Spend 3 oil, remove tech cube from Bolster power upgrade (now gives 3 instead of two) and place it on build cost slot, reducing lumber cost to 2. Gain $3

You get the encounter resources in the encounter area.
But doesn't matter, because Trade, pay 1 gold, gain 1 Popularity. Then build, using my recently acquired 4 wood to build a Monument in my village.

Anything gained goes on the hex the encounter was on, so buildings, workers, resources and mechs.
