You can pass, but that's pretty much a worst-case scenario. If you were in a position where you could Kidnap you can resolve your SA before you resolve the op, but that's not an option here.
If we can get propaganda soon I will be willing to pass you some resources in exchange for letting me control Oriente for better Subverts.

From a rules perspective I feel compelled to note that one can increase their income in the propaganda phase by skimming from Casinos.
Another thing is that as bad as getting Kidnapped and skimmed is for the Syndicate they have the best ability to buy off their enemies by offering cash, which is a great way for the 26July to generate extra money. It's an option that hasn't been used yet, but Oreo had a mediocre Kidnap roll so it worked out for the Syndicate.
Also with just a pair of bases 26July can generate six guerillas for a single resource, so it's not like they need a ton of resources to operate.

Yeah my rally seems very efficient. I could have 2 more bases if I hadn’t talked a turn to terror. I felt that since I can tally as limOp but need a SA to kidnap that turn kidnapping was the best choice. But perhaps I should’ve just built my second base. I’d still be out of resources atm, but I’d at least generate 3 next prop round.

There's a strong incentive for the Syndicate to create cash -- they earn 6 resources or a free casino for any cash they still hold during the Propaganda phase -- but cash can also be taken by the other factions, which does make it a bit dicey. There's the further problem that, if the Syndicate is cash-starved, they might choose to temporarily close casinos for immediate resources, rather than creating cash for possible future resources.
Operation: Garrison paying 2 total resources to move 1 police to each EC, 3 police total. 1 police from each city (Havana, Camaguey City, Santiago de Cuba).
This will then activate all the guerrillas in the ECs.
I will then use my free assault to remove one guerrilla from one of the 3 value ECs.
Special Activity: Airstrike to target and remove one guerrilla from the other 3 value EC.
I also think I should’ve given DR one resource to no Subvert and avoid Rodriguez Loeches.
Bribes aside I should've just not subverted. I didn't think Inquisitor would take the event but in retrospect it was 100% correct.
You losing the resources was just the icing on the cake for me. At that time my resource cost was 3 per action, so to get rid of that one guerrilla was going to cost me 6 (sweep + assault). This offered the most cost effective way to be done with him and make at least one of my cities feel relatively secure. Lowering your resources just meant it would be even harder for you to get someone back in there.

The great thing about COIN is that the rules are like... 16 pages? It's so simple! Then you play it and all the simple rules you read slam into each other and you're like... oh god.

Directorio Marches spending 1 to move two guerrillas to Las Villas, one from Camaguey and one from Mantanzas. Then Subvert flipping it neutral and gaining 2, 1 of which I'll give back to 26July.
