Doctor Who is an extremely inconsistent show about an extremely inconsistent character featuring extremely inconsistent villains and running on extremely inconsistent internal logic. At a certain point you just have to give your body up to it. You can't, for instance, try and find a through line between William Hartnell's Doctor and David Tenant's, because there isn't one. They different characters called the same thing. This show doesn't make sense, it will never make sense, it never really has made sense. If you try and twist your mind in such a way that it makes sense you'll go nuts, you just have to say "oh ok we're doing that now rightio".
I will also add that at it's heart it is a children's (or more accurately a family) show. Not only does it not make sense they do not care to explain it because the younger crowd that watch it do not care.
It's like spending an episode explaining how homer still works at a nuclear power plant despite having no qualifications and he quits or gets fired every other week.
That episode is a wealth of talent that needs to be further mined. The daughter could be Clara's friend? The old soothsayer for next villian? The possibilities are endless.
Guys I think this season is like the first time I've really enjoyed all the episodes. Donna is perfect, the writing is solid. Before, I was on board but it was mostly just for the doctor's performance. But this season is just really good tv.
Season 4 also has the only episodes that I skipped when I ran through the series again with my best friend (Planet of the Ood and Unicorn and the Wasp because they're both Snooze City, population I don't know because I'm already asleep)
Dinosaurs on a Spaceship was great
Victory of the Daleks was pretty cool
Dinosaurs would have been okay except the characterizations made me want to physically injure him, and Victory of the Daleks was just god awful in every way. If you'd said Unquiet Dead for Gatiss then I would have agreed with you, but that's apparently the only good thing he's been willing to write. I can certainly agree with you on the last point though.
The Power Ranger Daleks were pretty silly, but I thought the idea of WW2 planes with lasers fighting a flying saucer was great fun, and the fact that the climax of the episode is
disarming a bomb with the power of love makes me smile just thinking about it

I guess I thought it might be necessary to set up Boom Town which is actually fairly solid
