The "beeps and bloops" are the real cries . They're copyrighted which is probably why it was easier to not use them at all and just have the sprites.
It's also possible the builds given out aren't 100% final and some minor things aren't implemented . I know a lot of streams have been stressing that
that stuff is a holdover from having a crappy sound card, and it sounds like absolute garbage
I genuinely can't believe they continue to use it, it exemplifies pokemons problem with "it is this way because we do it this way and we always have"

Actually the noises are based on rather specific manipulations of the Game Boy sound chip and are really fascinating to people who like sound design and also they're really cool and unique and way more interesting than the Hodor thing the anime does which is, has always been, and always will be the worst. Like, a lot of work went into making those unique cries and you can like them or not, but calling them lazy or awful sound design is just, well, wrong.

Rights for Pokemon stuff are weird. Some of it is controlled by The Pokemon Company which is Nintendo-owned, and some of it is controlled by Gamefreak, who are not. I would imagine there are complicated contracts dictating who has the power to approve what.

Pikachu is somewhat unique in that his name is localized as "Pikachu" everywhere. There are some Pokemon like this, and many others that only have a handful of name variations. It really depends on the Pokemon's design and name origin.

In general, if a name is something specific or iconic (like how Arbok is "Kobra" backwards), it tends to persist across localization, but if a name is based on a combination of terms relevant to the design, it usually gets localized.
