That's nothing like sunwell radiance. That was to combat gear scaling. This is clearly just there to be like omg we entered ICC, it's so ominous that we take 300 damage per 3 seconds.
Dread/Radiance is awesome. It is one thing I love about LoTRO vs wow. One resistance/buff to worry about for the entire game. Plus the dread effect reminded me I was but a cog in the machine. So when bosses came and waved me away as inconsequential when they left me for their minions, it was because I was curled up sucking my thumb. Not because "I can't attack that target."
Arthas should do that. And Deathwing, all those chaps. Until we find some holy power or blah blah blah something to face them down. I don't want to be able to "Brush up against Arthas and fart loudly, what stinks."
A mechanic like dread is what this game was missing. No one would be calling Arthas a pussy if every time he made an appearance in northrend the character had to change their fucking depends.

Enviromental damage doesn't grant rage. Never did as far as I remember.
Go stand in a cooking fire. You don't get any rage from it. And even then, I highly doubt Blizz would let you get free rage from this.

Ok, I'll put it this way. I have my doubts that this would grant any rage at all. Or be considered actual damage in terms of affecting casting times, or preventing you bandage, or stuff like that. Just a flat -1% every tick. They ain't gonna give warriors some form of infinite rage, no way.
Unless it's already been confirmed that it does do all that stuff. In which case I'll be happy to remove my foot from my mouth.

I bet there is some buff you can get to prevent it. Some NPC runs up ins, Jaina, or Sylvanas, and makes you immune to it. And if you get out of range then they spit in your eye with the damage, something. Who knows.
I can see creative strategies that involve juggling the debuff/buff if this is true. Creative strategy intrigues me.

No, they finally dropped a goddamn jeeves. After that wipe we had 3 people at 0% duability. On that attempt, we had people low, but the raid leaders mod doesn't tell when people have a few broken pieces but still durability left on the rest, only their overall percent. You can see where my gear is. That shaman and I had both gotten two battle rezzes, nobody else got more than one, so we'd eaten a couple extra deaths than everybody else.
I just thought the image was pretty funny out of context - I hadn't considered that an enhance shaman might be using a fist weapon.
You know, I really wouldn't mind weapon skill all that much if it wasn't for the obscene jump in requirements for that last point.
I am quite confident in saying that the jump from 399 to 400 is literally over ten times the jump from 398 to 399.
This was extremely noticeable to me recently when I decided to max out bows and crossbows on my rogue (everything else was maxed out on that character page, so figured why not). I'd buy 200 cheap arrows and head out, figuring I'd get that last point long before I ran out...only to run out and have to buy another 200. And then another 200.
It didn't seem bad at all for me, but I've read that casters have an easier time leveling their melee skills, and I've also seen some tests that suggest intellect still increases skillups even though it was supposedly taken out in a patch years ago.
It would not surprise me if high intelligence still increased the rate in which weapon skills are levelled, as long as having how intelligence didn't cause it to decrease

And its a ticking damage that currently fills rage and stops spells like summoning stone and the like.

He doesn't have fist weapons, he's got Stormpike Cleaver and Northren Tempset.
There was a simple explanation, but fist weapon wasn't it. I wasn't the only person who was begging for a jeeves by that attempt.
