So, SOPA (and PIPA) are fucking horrible, and you should care, even if you're not a damn yank.
Why?
SOPA:
Opponents say that it violates the First Amendment, is Internet censorship, will cripple the Internet, and will threaten whistle-blowing and other free speech actions.Opponents have initiated a number of protest actions, including petition drives, boycotts of companies that support the legislation, and planned service blackouts by major Internet companies scheduled to coincide with the next Congressional hearing on the matter.
PIPA:
a proposed law with the stated goal of giving the US government and copyright holders additional tools to curb access to "rogue websites dedicated to infringing or counterfeit goods", especially those registered outside the U.S.

I dunno, I don't know much about lawmaking, but I doubt it'll reappear in this congress

A shelved bill is effectively dead, because before they get back to that one wouldn't they have to get through all the OTHER bills they shelved?

In modern congress, the two terms are interchangeable.
