There were a couple dozen celebrities hit at once. Also it was leaked onto 4chan first and I don't really think that's a big target demographic for PR firms.

Okay, let's consider this completely irrational thought based on no other evidence than "i don't think cell phone cameras are very good" for a second. What possible gain would any of these women receive for leaking these photos? I mean, we could ask Vanessa Hudgens, who was publically shamed by the Disney Channel for someone stealing her privately shot pictures and plastering them all over the internet. We could ask Jeanette McCurdy, who basically got barred from Nickelodeon events and essentially got her show canceled over photos of her where she wasn't even nude. The publicity from these events has done wonders for their careers!
We should also consider the logistics of a hundred actresses banding together to release these "professionally shot" photographs to some shithead on 4chan or reddit or whatever so he could sell them for bitcoins. When did they engineer this meeting? Was it just their managers who were involved? Why do some of the actresses involved confirm it was them, and why do others claim the shots to be entirely fake? Why would they all agree to do it at the same time if publicity is the goal? Why are you making an insane argument that makes literally zero sense?
Besides, the quality of photos has more to do with the photographer than the camera. I watched a video of some photographers comparing iphone pics to those from some 20k camera, and with a decent setup the two are pretty comparable. Expensive cameras are just better at handling poor conditions.

Most of the people I've seen blaming the victims have been claiming they "deserved" to have their privacy violated, claiming they wanted it to happen is taking the shittiness to a whole new level

I almost forgot to delete the dick pix off my tablet when I brought it to show some projects an interview once
I once accidentally showed my hairdresser a full frontal because for some reason ipads can keep your last loaded photo in memory even after you've deleted it from the device
in my case I'll leave that camera uncovered because if someone wants to hack in and look at me being occasionally shirtless they're going to get enough punishment just from succeeding
I'll save everyone some trouble - it's much easier just to come by and look in my windows if you want an eyeful. I've never really believed in closing curtains.

It's a good thing to do, though not because of NSA. There's a thing called clickjacking where something creates an invisible window asking you if you want to turn on your webcam and let someone watch through it. You don't know it's there and you don't know you clicked something most of the time. You just think your mouse might be acting up and missed the click.
Really isn't as simple as saying "Well if they see me naked then good for them," either. Ask yourself how much stuff you keep on your desk and if any of it can be used to hurt you or your identity. Credit cards, bank statements, SS numbers, etc.
