Look for something new on "Gotham" this season: A credit for the late Bill Finger, as revealed by The Hollywood Reporter. The writer was a vastly influential creative force in shaping many aspects of the Batman franchise -- including the creation of Batman himself -- but up until this point, only Bob Kane has received official credit as the creator of Batman. Now, Finger will receive credits on both Fox TV series "Gotham" and upcoming feature film "Batman v Superman: Dawn of Justice."

Tiny Titans and Gotham High were before that. Plus the idea of school version of those superheroes were pitched before they decided on Batman Beyond. So they had the idea long before JL8.

Well, whatever the method for generating the lightning, the question would be whether the lightning itself counts as any different than a random lightning strike.
It would affect Superman like regular lightning would a normal person.
He's not weak to magic (like, say, Pokémon type weaknesses), he just doesn't have resistance to it
