You know, it's been bugging me for a bit, but... this guy seems like the most inept gangster ever
He's a loan shark who seems to be wholly uninterested in actually getting any money, and rather than relying on a guy who is clearly, let's go with "criminally skilled" and capable of doing crime for him or whatever to start paying back this debt, instead keeps making demands for a clearly unrealistic amount.
Doing that not only lowers the chance of getting your money back, but makes your mark more afraid and desperate, thus more likely to either run and yielding you nothing, or doing something extreme like trying to kill you to avoid paying at all. And threatening Darren's family is like, the dumbest thing an actual gangster would do, since they easily have no idea who he is, could not rationally understand who this stranger is who is threatening them and demanding money, and would likely just get the police involved, even more so if they actually did anything to his family, which would result in a larger police involvement and still not getting your money.
So instead of telling Darren he's in his servitude and has to do shit for him to pay off the debt, like a sort of protection scheme that yields a constant profit, he's insisting that Darren, basically, perform magic in front of him. He's not going to actually get what he wants.

I really like how apparently Saitama in OPM was apparently like a law student or something. Cause in the OVA, he runs into a guy having a problem with a loanshark. And rather than go to fight him, he goes to explain the law and how what the loanshark is doing is illegal under Japanese law.

My point is that there obviously are actual gangsters in the world, but the ones who actually present unreasonable demands on people and threaten to hurt them and their families are the ones who actually follow up on it, and honestly, those people do far worse things than loan small sums of money to people. (And I can't imagine that's what he is- it's not like you ask a major drug lord to spot you $100) Unless I missed another strip, I didn't get the impression that Sy is anything more than a shitty extortionist; he's not like a drug lord or mob boss or something, right?
we are told that Dan recognizes Si the loanshark by name, this is presumably an elegant way for the author to hint that Si is someone who is known, so Romesh isn't just making stuff up. in a young adult comic intended for publication, Allison can hardly show Si in the act, so we will have to be satisfied by hints.
unfortunately, the sort of threats being bandied about here - e.g., pay up an immensely usurious loan or we'll send thugs to rape your sister - are the sort of thing that have shown up in UK headlines within living memory, e.g., the article I linked above. This is without an entrenched organized crime problem. Slums are slums. Daz Wickle has his own reasons to be reluctant to run screaming for police protection. So it's not obviously ridiculous.
