"You're on the naughty list"

I just got a weird poorly formatted page when I was browsing from a thread back to the index with "You're on the naughty list" in large black text on the dark blue default page background and a recaptcha "click here to prove you're not a robot" box below it, no other elements on the page. Looked unintended or half-finished, I assume it's something that came from the move over to the new servers and cloudflare and whatnot but it didn't look like it was fully intentional so I thought I'd mention it. Doing the captcha test sent me on to my destination normally.

I can get through it sometimes by refreshing, but other times it will be like, flashing the captcha at me continuously and won't go away if i click on it

I thought this was because I was an a VPN earlier and had some weird network issues connecting to Steam, but it's happening without VPN as well.

I can scroll down from the captcha if I use the keyboard page down. It seems to have stopped appearing after I stopped clicking the captcha but it's hard to say for sure!
