Could be a timey wimey thing, though that also being made part of Midnight Hunt would kind of muddle the story. Or it could be an impostor.
More likely it's a "Innistrad is spooooky" thing. (This also doesn't have to mean that Avacyn can come back, because Avacyn was an artificial being, not a natural denizen of the plane--as much as any angel can be natural.) It could also be temporary, the whole "life/death divided gets wobbly around Halloween" thing.

A wizard did it.
Wizards, living on a coast, did it.

a 2/2 for 3 with a highly conditional etb that doesn't hit players seems pretty bad

Since they've expanded werewolves into Black a little bit in Midnight Hunt, it seems likely they'll do something similar for Vampires in Crimson Vow.
White would be the most helpful for Vampire tribal decks. And it would be thematically resonant with the whole ceremonial thing Crimson Vow has going on. Blue would make the most sense from a pure color philosophy standpoint, as Vampires are a characteristic race of Black, who is allied with Blue and antagonistic toward White and Green. Green would be the most unexpected choice, although Innistrad is one of the few planes with non-undead vampires, which also makes it one of the few planes where they conceivably could do Green Vampires.
Pretty sure that's meant to synergize with the new Zombie tokens who die after you attack with them. This card allows you to trade them for something more permanent.

I think Crist is thinking "board wipe? Okay I'll just sac all my creatures and create a big monster that will be alive after the wipe passes", but I think the stack would mean that the Cobble would resolve, you'd have a big creature, and it would just die anyway?

It'd work against things like Crippling Fear, Battle of Frost and Fire etc. But those are somewhat marginal and it doesn't work against "true" sweepers notably Doomskar and the 5 mana one in black, which are the ones I feel I see the most.
it's for going "oh no all your monsters are so big, when you attack i will lose so much of my board, please don't attack me " and then going "lol psych" as you set up your blockers and then blow your dudes up into a big dude who cracks in next turn to kill them in limited

also, turning those decayed zombies into a single big one either as a surprise blocker or in response to the end-of-combat sac trigger

That’s…interesting.
There’s a reason why I didn’t say good.
It’s weird and interesting.
Yeah.... maybe in limited. But...

A bad FTK can still be decent draft chaff

Be interesting to see what they go with.
Nobody ever said they were good at their job
they're also wielding a crossbow and don't have reach
Edit: misread the card.
