Makes me think of playing 42 (aka Texas 42) back in college, where it was a big deal. It's a trick-taking game played with double-six dominoes. There are all sorts of exotic bids and variants that have been added on to the game, and much heated debate about whether "that's a real thing".
Monopoly doesn't have any rules against mutual agreements for profits. If, say, you give the final property another player needs in exchange for profits from other players and splitting the cost of new construction.
The point being you and others can very easily win Monopoly if you use collective action.
