Spoilering what I remember.
But, uh, you can choose from three doctrines, Armored Company Doctrine, Infantry Doctrine, and Inquisitorial Mandate. Armored company focuses on tanks, lets you get the bigger and better tanks, and lets you take some tanks as Troop Choices. Also you can't make normal Guardsmen, I think, just Armored Fist Squads, which have better armor, and can fit in a Chimera. Chimeras can also choose to get a Twin-linked Heavy Bolter or Autocannon. Not too sure about Armored Company, I'm really really bad with tanks. Infantry Doctrine obviously focuses on Infantry, You can choose 5 doctrines to get better gear or better troops (Get the Marksmanship doctrine to let you get the research to make your mans hit things better. Get the Sniper Squad Doctrine to be able to build Snipers, etc.). Get Sniper Squads, or Special Weapons Squads, both of which can infiltrate, I think. SWS can make good tankhunters, since they can get Meltas, and they can also reveal infiltrated units. Uh, There's still armored fist, there's... Grenadiers. I think they get better weapons and guns, but can't use Chimeras or Deep Strike (Never really used 'em.). Also, Normal Guardsmen come in giant squads. Like 24 mans a squad. I think they get 6 special weapons (Frag Grenade Launcher, Krak Grenade Launcher, Meltas, Plasma, and something else.). They also get 2 sergeants, though that might have been last version. They get Heavy Weapons teams, so you can throw a couple of Missile guys in your squad of Tank-hunting guardsmen, or throw an autocannon in there, or a heavy bolter. Commissars execute the sergeant, not just any guardsman. Also you can get mortars. And Normal Guardsmen squads take 2 slots in garrisons, so they can't use chimeras and take both slots in Infantry bunkers. Kasrkryn (spelling?) units can infiltrate, and can deep strike from Tactica Commands. Never used Ogryns myself, so I dunno what's changed. Inquisitorial Mandate lets you get Stormtroopers, Grey Knights, Grey Knight Drednaught, Grey Knight Land raider, and I'm sure something else. I've never used it, and I think they're going to replace it when they make the jump from a DC mod to a SS mod. Oh wait they get another hero unit, forgot what it's called. Like a command squad, can get priest, psyker, something, something, and Servo-skulls. the more skulls, the more of his abilities are unlocked.
Command Squad works different, too. Instead of Priest/Psyker/Commissar, you can choose from a Medic that heals nearby infantry, a Standard bearer that raises morale and... something for everyone nearby, a Master Vox Operator that boosts morale (For everyone?) and can call in a Missile Strike, and a Veteran Guardsman that can shoot things and hit them with his sword.
More general things:
You can only Upgrade at Listening posts and production buildings. You can reinforce at Transports, listening posts, and production buildings. Everything can detect infiltration, if it's standing very close to it, I think. There're optional rules, too. Enabled in the wincondition menu, you can make it so turrets and Listening posts are very powerful. You can make it so that when a squad loses morale, it falls back to the nearest friendly strategic point. You can enable leveling up (But don't because it gets silly. Once saw a warboss with a billion HP.). You can make Day and night effect how far you can see. You can make it so you get 50% bigger armies.
Also, there's stuff for other races. I've only really played guard. Mainly because I'm terrible with everyone else.
Ideally someone whose skill level doesnt tower over my own. Getting recycled by DoA is all well and good, but it gets somewhat repetitive after awhile.
