I think Whippy is the byproduct of all Texas creating a physical manifestation of their non-Texanness, purging it from their bodies and leaving it behind, like that black puddle of hate that killed Tasha Yar.
That's the only explanation I can figure for Texas producing Whippy.
Now that physics and procedural environments are getting complex enough, I think it's about time they did a Kourier game. Fighting your way through heavy traffic with a magnetic harpoon gun on a skateboard. Delivering packages in a dynamic city, trying to find routes through the Burbclaves you have alliances with and avoiding those you've pissed off recently, trying not to get on the Mafia's bad side. Good times.
