Voluntary indentured servitude with a lot of restrictions that keep "owners" from abusing their indentured servants, plus owners are responsible for medical care and food and housing. Really it's more like long-term contract work with pretty ironclad contracts. It's slavery, but it's not completely inhumane.

They're two completely different worlds, anyway. Illium is a metropolis. It's high-profile and lots of people live there. It's not the best place, but not even corporations can do anything they want because society would break down and that would be bad for business. Illium has way more oversight and rules than Noveria.
Noveria exists solely so that corporations can do whatever the fuck they want without having to worry about the council interfering. You can do anything you want to anyone you want so long as you have enough money and don't fuck with anyone else's money.
If you honestly think Noveria is better than Illium there is something seriously fucking wrong with your priorities.
